The upshot of the survey from 19 respondents was:

Quorum:
Min 0, Max 20, Mean 17, Median 15.
Result: 17 eligable voters will be required at the meeting for voting to take place at the meeting
Otherwise the meeting will discuss and minute the issues and present vote-able questions to the yahoo group.
Eligability:
My apologies that it wasn't clear that those who vote may also speak. That was my intent.

Note that in the above table the percentages are misleadingly high, as they are against the number of votes in that row, not against 19

Unknown persons: Majority agree they may observe. Half feel they should be allowed to speak (6) or vote (3), though those vote votes were before I clarified the question.
Result: Unknown persons are welcome and if present we should show-of hands to allow them to speak.

Email contacts are welcome  (direct to Gem, Di, or the website, who are not Yahoo or ever visited): Same as unknown persons

To understand the meaning of unselected choices here I had to look at the underlying data.

Yahoo membership:
Result: Any member > 3 months may speak, but require a membership of 9 months to vote.
Having posted does not confer a significant benefit (6 to speak).

OR Meeting visits:
1 visit allows speaking - note that tonight's meeting does not count, but would confer future membership.
2 visits are required to vote, which must have occurred in the last year

Voting is not restricted to TG members, though this was a bit close.
